Binance will adjust the process for Brazilian users to transfer, deposit and withdraw crypto assets overseas, effective from November 1

According to Foresight News, Binance announced that in order to comply with the Brazilian Central Bank’s Resolution No. 521/2025, it will adjust the crypto asset deposit and withdrawal procedures for Brazilian users starting from November 1, 2026. When users send or receive cryptoassets to their own accounts, non-resident individuals or companies outside Brazil, they need to provide the purpose of the transfer and confirm the identity of the beneficiary or sender. Relevant requirements also apply to foreign trading platforms and self-hosted wallets. The information collected will be reported to the Brazilian Central Bank on a monthly basis; transfers within Brazil will not be affected.

If the counterparty for international crypto asset transfers is not an institution authorized to operate in the Brazilian foreign exchange market, the limit per transaction is US$100,000, which may be increased to US$500,000 in the future. When the necessary information is not provided, withdrawals will not be submitted and deposits will remain pending. Binance emphasized that this adjustment only involves the Brazilian Central Bank’s foreign exchange rules for virtual assets and is not the implementation of the Travel Rule, which will be implemented in phases in 2027 and 2028.
